I am glad you referenced that this bit of Chinese propaganda, was sourced from SCMP, it is classic Troll dialogue intended to instil Fear Uncertainty and Doubt and has been repeated incessantly by its authors. Let's take it one step further, why would China be peddling this message unless they themselves fear the eventual outcome of America's efforts and ability to correct the situation?

The West is rapidly securing Mine production, American companies are currently addressing the mid-stream separation and refining, and there are now several magnet makers completing construction of their facilities. The West is not there yet but it is certainly making inroads that will shortly fill the gap.
