Seeing as the Deposit is IN Russia, it is not surprising that Russia has acquired it.
The deposit is in probably one of the most remote and inhospitable regions in this World
Just the infrastructure and logistical costs associated with delineating and developing a minable deposit there will be huge
China and Russia may have a common enemy in the USA, but I don't think they are kissing cousins. China will be amused that yet another RE deposit has been removed from potential development, but I doubt that they will be assisting the Russians to develop a RE Industry of their own.
