No. The book was largely about the eight minerals deemed critical and the government stimulus was earlier 1938-41. I misnamed met coal. The last commodity was manganese.
I have modestly progressed my unpacking of books. I will share if I find it. Do not doubt Western governments are performing exactly the same function now with their Critical Minerals lists, in case we are thrust into war, ghastly as that prospect is.
This table isnt new, yet it does highlight the relative risks. If anything, the REEs will have moved energetically to the right since this was published:
